As a nearby resident, I am commenting only on the local effects of the development. I do not intend to comment on the principle of immigration detention or the wider policy issues associated with the site. My observations relate solely to the impact on neighbouring residents and the opportunity to address existing amenity issues as part of the proposed development. My main concern is that the expansion should not increase existing impacts on neighbouring residential properties and, where possible, should provide an opportunity to improve them. The existing facility generates noticeable light spill which is visible from the rear of my property. In my view, the current lighting arrangement is not fully effective at containing light within the site, resulting in unnecessary illumination of neighbouring homes. I would therefore ask that any approval includes a requirement for a comprehensive lighting strategy designed to minimise off-site light intrusion. This could include the use of shielded fittings, improved directional control, lower mounting heights where appropriate, dimming during periods of reduced activity, and a review of existing lighting installations. I would also ask that consideration be given to noise from outdoor recreational activities. During periods of good weather, noise from football and other outdoor activities can travel considerable distances and is clearly audible from nearby residential properties. Whilst I recognise the importance of providing outdoor recreation facilities, I would welcome measures to minimise the impact on neighbouring residents. Such measures could include the location and orientation of recreation areas, acoustic screening, landscaping, or other appropriate mitigation. I would also welcome measures to improve screening of the site. Whilst there is some existing tree cover, the rear elevation of Campsfield House remains prominent in views from the surrounding area and, in my opinion, is visually unattractive and out of keeping with the rural character of the locality. Consideration should be given to additional landscaping, including the planting of suitable fast-growing trees and vegetation, or other effective screening measures, to soften the appearance of the development and reduce its visual impact. My intention is not to oppose the development itself, but to encourage an outcome that allows Campsfield House to operate as a good neighbour. I would therefore ask that any permission includes appropriate conditions addressing external lighting, noise management and visual screening so that the impact on neighbouring residents is reduced rather than increased.
