Kidlington Town Council – Objection to Outline Planning Application for the Expansion of Campsfield Immigration Removal Centre Kidlington Town Council has considered the outline planning application for the proposed expansion of the Campsfield Immigration Removal Centre and objects to the application on the following planning grounds. Lack of Supporting Infrastructure The Council is concerned that the application does not adequately demonstrate that the existing local infrastructure has the capacity to accommodate the proposed expansion. Increased demand may be placed upon local roads, healthcare services, emergency services and other public facilities, yet the application provides insufficient detail on how these impacts will be mitigated. Highway and Traffic Impact The proposed development is likely to generate additional vehicle movements from staff, contractors, service vehicles and visitors. The Council is not satisfied that the submitted information fully assesses the impact on the surrounding highway network, particularly at peak times, or demonstrates that the local road infrastructure can safely accommodate the increased traffic. Lack of Detail As this is an outline application with all matters reserved (except access), the Council considers that insufficient information has been provided to fully assess the long-term impact of the proposed development. Important matters including the design, appearance, landscaping and layout remain unknown, making it difficult to properly evaluate the overall impact of the proposal. Impact on the Local Community The Council considers that the scale of the proposed expansion has the potential to significantly affect the surrounding area. Whilst recognising that the principle of the site is established, the application does not provide sufficient evidence to demonstrate how the increased scale of development will affect neighbouring communities or what measures will be implemented to minimise any adverse impacts. Environmental Considerations The Council requests that the Local Planning Authority carefully considers the environmental impacts of the proposal, including biodiversity, landscaping, drainage, lighting and the visual impact of the enlarged development., particularly on the adjacent Technology Park. Appropriate mitigation measures should be secured before any permission is granted. Need for Full Consultation Given the significance of the proposal and its potential impact on the wider community, the Council believes that there should be full and meaningful consultation with local residents, neighbouring parish councils and other stakeholders before any decision is made.
