I am writing to register a formal objection to the Home Office planning application for Phase 2 of the redevelopment of Haslar Immigration Removal Centre (Haslar IRC), which proposes increasing the site’s capacity to 600 beds and introducing four new three-storey accommodation buildings. My objections are as follows: Height, scale, and design: The proposed three-storey blocks would significantly alter the character and skyline of the area, overwhelm nearby properties, and fail to respect the local context and visual amenity of the Gosport Peninsula and its conservation area. Traffic, transport, and nighttime disturbance: The development would place additional pressure on local roads and public transport, increasing congestion and the potential for night-time disruption to residents and nearby communities. Flood risk and climate resilience: There is insufficient assessment of flood risk and surface water management, with potential adverse impacts on neighbouring areas and existing drainage infrastructure. Local services and communities: An expanded facility would place greater demand on health, emergency, education, and social services, which may already be stretched, affecting both detained individuals and the surrounding community. Environmental impact: The proposal risks harming protected habitats and the integrity of the nearby conservation area, with insufficient consideration of ecological mitigation and biodiversity enhancements. Public engagement: The process has been perceived as insufficiently transparent or meaningful for local residents and stakeholders, limiting opportunities to contribute to the design and mitigation measures. Process concern: The decision through the Crown Development route removes Gosport Borough Council’s local planning role and oversight, which concerns many residents who rely on local democratic processes for scrutiny and accountability. I request that the Inspectorate consider: Providing clear information on building heights, massing, materials, landscaping, and potential mitigation strategies, and ensuring these are reflected in the application documentation. Requiring robust transport impact assessments, traffic management plans, and measures to minimise nighttime disturbance. Undertaking thorough flood risk assessments and climate adaptation measures, with explicit commitments to sustainable drainage and biodiversity safeguards. Ensuring adequate local engagement and opportunities for community input in both design and mitigation measures. Clarifying how Crown Development decisions will incorporate local planning considerations and environmental protections, and ensuring that any approval includes appropriate conditions and monitoring. I would appreciate confirmation of receipt of this objection and any available information on how my comments will be considered in the assessment process.
