I wish to register my objection to the Phase 2 proposals for Haslar Immigration Removal Centre. My objections concern: The scale of the proposed development to triple its capacity without first assessing if Phase 1 of the development and whether it will adequately deliver the facility required. As Phase 1 is not complete this assessment cannot be made and therefore proposals for an extension at this time are premature and costly in both time, money and the emotional impact these plans have for local residents. The proposals have completely by-passed Gosport Borough Council and our locally elected councillors, who understand the infrastructure and operational activities in our area, having no say in these plans. Something our new PM might object too, given his proposals to devolve decision making to a more local level. The plans submitted have been so heavily redacted. What are the reasons for this? This shows a lack of transparency and only serves to cultivate a sense of mistrust. I believe a full public enquiry should be held so the assessments and plans can be examined properly. As a Health Needs Assessment has not been conducted, what are the proposals for the health provision for the detainees and the staff? Will this be 'in house' or is it proposed that the facility utilises our already understaffed local services? As like the rest of the country our community health needs are poorly served, this proposal will put even more strain on our services and will most certainly generate a certain amount of resentment. I would like to know what exactly is meant by Immigration Bail, what does it involve and how will this impact me as a local resident? This has not been clearly explained and needs addressing. As the application confirms there will be activity around the site on a 24 hour basis, this will cause a huge disturbance to what is predominantly quiet residential area. The roads and infrastructure in this part of Gosport do not support the level of activity proposed, as we are seeing already with volume of construction traffic using the roads to complete phase1. I have lived near the IRC for many years, when it was previously operational and we never encountered any significant problems. I think phase 1 on its own wouldn't create too may significant problems; but to triple its size without proper assessment of the consequences to the local infrastructure and health services, and without consideration to the environmental and economic impact to our already fragile peninsula, will require a full public enquiry. I should like to be invited to any future public consultations.
