I wish to object to the proposed expansion and increase in height of the facility for the following reasons: Impact on the Coastline and Local Character The proposed increase in height and scale would significantly alter the appearance of the coastline and surrounding area. The coast is an important feature of our town's identity and attractiveness, and this development risks creating an intrusive visual impact that is out of keeping with the local landscape. Once the character of the coastline is changed, this cannot easily be reversed. Impact on Property Values Many residents have invested significant amounts in their homes. The expansion of such a large custodial facility, particularly with increased capacity and building height, has the potential to negatively affect the desirability of the area and, consequently, local property values, including my own. This impact on residents has not been adequately addressed. Transport and Highway Concerns The existing transport infrastructure already struggles to cope with current demand. Congestion entering and leaving the town is a regular issue, particularly during peak periods. An expansion that increases the number of detainees, staff, visitors, contractors and support services will place additional strain on roads that are already operating at or near capacity. The consultation should clearly demonstrate how these impacts will be mitigated. Community Safety Concerns I am concerned about the proposed increase to approximately 600 detainees. While I appreciate that detention facilities operate under strict controls, the consultation does not provide sufficient reassurance regarding safety arrangements, staffing levels, emergency response capability, or how risks to the surrounding community will be managed. As a woman living locally, I already feel vulnerable walking in the area during the evening due to limited CCTV coverage and a low visible police presence. The proposal appears to increase the scale of potential risks without offering meaningful reassurance to local residents or detailing what additional security measures will be implemented both within and around the site. Pressure on Local Public Services Local healthcare services, including GP surgeries and dental practices, are already heavily oversubscribed. It is unclear how the increased population associated with this development, whether detainees, staff, contractors or visitors, will affect demand for local services. The proposal should include a comprehensive assessment of impacts on healthcare, emergency services and local infrastructure, together with funding commitments where necessary. Emergency Services and Resilience The consultation should provide evidence that local police, ambulance and fire services have been consulted and are equipped to manage any increase in operational demand arising from the larger facility. Residents deserve reassurance that emergency response times will not be adversely affected. Environmental and Infrastructure Impacts There should also be greater clarity regarding: •Increased traffic, noise and air pollution resulting from construction and ongoing operations. •The impact on local utilities, including water, sewage and electricity infrastructure. •Construction disruption for nearby residents over what may be a prolonged period. •Any effects on local wildlife habitats and the wider coastal environment. Staffing and Operational Viability The proposal should demonstrate that staffing levels will be sufficient for the increased capacity. Residents need confidence that recruitment, retention, training and supervision arrangements are robust enough to ensure safe and effective operation of an enlarged facility. Conclusion I believe the proposal raises significant concerns regarding visual impact, community safety, transport infrastructure, public services, environmental effects and the overall suitability of further expanding the facility in this location. Until clear evidence is provided that these concerns can be effectively addressed, I do not support the proposed development.
