I wish raise my objections to Crown Development Application CROWN/2026/0000005. I have a number of strong concerns around the phase 2 proposal for the Haslar IRC. These are material planning considerations. There are of course a significant number of additional issues that would not be considered as planning considerations. Redacted documents There are significant number of redacted documents relating to this proposal, this means that statutory consulates such as the local planning authority and the highway authority cannot possibly make an accurate response as details such as anticipated vehicle numbers and movement are unavailable to view. Size and scale of the proposal. Haslar Barracks conservation area is located on the site, the proposals are overbearing to the Conservation area and the surrounding properties. Their size and scale significantly impact the local plan aspirations for the site, far exceeding the use previously as an IRC, or YOI. Plans have significantly increased from those presented to local residents at the public engagement event, the event may as well have not taken place given the significant changes proposed following it. The conservation area designation supports the need for decision making to take place at a local level. It in no way complies with the Local Plan for the borough, nor does it meet the National Policy Planning Framework. Impact on amenity. In addition to the size and scale, the proposed level of use will impact on the amenity of the neighbouring properties. This includes, hours of operation, including arrivals and departures 24/7, noise from external use of the site will create disruption, disturbance and significant impact on the local area. Concerns around this are intensified by the redaction of data relating to the centres arrivals and departures. There will be significant overlooking on neighbouring properties from the increased size of the buildings, and in addition CCTV and lighting will splay onto neighbouring properties. Exercise yards and traffic movement will also contribute significant noise disturbance to the surrounding area. Impact on the wider Gosport peninsular. The infrastructure to the site is simply not in place, it is located at the end of peninsular, the demands of the centre would clog the road network to and from the site, with significant skilled staff numbers required, it would be difficult to resource this from the Borough. In addition to this, other parts of the peninsula like the Haslar site, and the piggeries are earmarked for residential development to meet the Borough’s housing targets, with limited space elsewhere in the Borough this will increase the significant issues. This increased traffic is neither safe, or acceptable to the local area. This is evidenced by the countless road safety concerns already raised during phase one of this development. Ecological impact. There is significant damage that will occur to the many protected species on the site, there is nothing proposed to mitigate this. This is entirely inappropriate and unacceptable.
