Sir I write on behalf of my wife and myself and wish to object to the IRS Haslar planned redevelopment in the strongest terms possible. My arguments for this statement are as follows: Firstly, government under our new Prime Minister is announcing that local decisions should be taken locally but this decision proposed by the Home Office is being made centrally without any opportunity for local council representatives being able to discuss its merits and flaws , nor local opinion being voiced. This is hugely against █████████████ message on his election. Not only this but, the website directs those interested to study documentation on the site, but as this is so heavily redacted that is is impossible for any individual to to make a reasoned study. This decision is being made centrally by individuals who know nothing about the area, its history , local infra structure , environmental issues and so forth. I question if these anonymous individuals could even find the location on a map? The Haslar area of Gosport has a long and colourful history dating back to the Napoleonic Wars and beyond, and the little we know about the proposal shows buildings with no architectural merit and totally lacking in empathy to the surrounding area. This proposal is in the middle of a residential area of low-rise housing, with very little road infrastructure; only two routes in, one via a beach front and country road, the other through a very built-up area ending in a single-track bridge controlled by one way traffic lights. These roads are already being put under strain by the redevelopment of the Haslar Hospital site. I must question if three story buildings should be permitted in a historical and environmental conservation area. The proposals as we are allowed to view them are contrary to National and Local Government planning policies which states that “Strategic policies should set out an overall strategy for the patterns, scale and design quality of places”. This proposal runs contrary to the policy in all respects. There are other local issues which remain unknowns, which may have detrimental effects on the small local community. For instance, there are no comments how any noise and light pollution issues and the people housed within the ‘prison’ are to be addressed. Parking for staff appears to be inadequately considered, the issues around any visitors the detainees maybe entitled to….the list is long and extensive, I have only mentioned a few points. In conclusion the proposals are contrary to any guidance whether national or local , lack clarity and have not allowed for proper local consultation and as such should be rejected. ████████████████ MCIOB ███████████████
