I object to your proposed development ref: CROWN/2026/0000005 on the following basis; I object to the proposed expansion of Haslar Immigration Removal Centre on the following grounds: 1. Inadequate Consultation and Transparency The scheme now proposed differs significantly from what was originally presented during public engagement. The scale, height and intensity of development appear substantially greater than residents were led to expect, raising concerns about the accuracy and transparency of the consultation process. Important documents and information have also been heavily redacted, limiting meaningful public scrutiny. 2. Conflict with Local Regeneration Objectives The proposal risks undermining the long-term regeneration strategy for the Haslar Peninsula and surrounding areas. Significant investment and development are already planned or underway nearby, with the aim of creating a mixed-use waterfront community. The scale, security requirements and institutional nature of the proposed development appear incompatible with these objectives. 3. Loss of Housing Opportunity The site was previously promoted for residential development and identified as a significant opportunity to deliver much-needed housing, including affordable homes. The permanent loss of this opportunity should be given considerable weight, particularly given local housing shortages and challenges in meeting housing targets. 4. Heritage Impact The site is located close to important heritage assets and conservation areas. The proposed building heights, massing and design could have an adverse impact on the character, setting and appearance of these historic environments. The submitted material does not adequately demonstrate that these impacts can be avoided or mitigated. 5. Scale and Design Concerns The proposal introduces large accommodation blocks and extensive supporting infrastructure within a sensitive coastal setting. The development appears overly intensive for the site and there is insufficient evidence that the scale and layout can be accommodated without causing visual and environmental harm. 6. Transport and Highway Impact The Transport Assessment does not satisfactorily demonstrate that the local road network can accommodate the cumulative impact of this development alongside other planned growth in the area. Questions also remain regarding public transport provision, traffic generation and emergency access arrangements. Traffic movements in the area prior to this development was minimal before the start of the project and will become worse during the project and post project. No resident only parking scheme has been proposed 7. Ecology and Protected Species Concerns remain regarding the adequacy and age of ecological surveys and the effectiveness of proposed mitigation measures. Insufficient evidence has been presented to demonstrate that impacts on protected habitats and species can be appropriately managed. 8. Flood Risk The site contains areas vulnerable to flooding and will require significant mitigation measures. Greater reassurance is needed that the development can operate safely throughout its lifetime and that evacuation and emergency procedures would be effective in flood events. 9. Pressure on Local Services The development has the potential to increase demand on local healthcare and emergency services. Supporting assessments have not been made fully available for public review, making it difficult to evaluate the likely impacts on already stretched local resources. 10. Noise and Disturbance As a facility operating on a 24-hour basis, there is potential for increased noise and disturbance from vehicle movements, arrivals, departures, security operations and associated activity, particularly during night-time hours. These impacts have not been adequately assessed. This is a quiet neighbourhood and this will change that for me. 11. Operational Impacts The application provides insufficient information regarding future operational arrangements, including turnover of occupants, transportation arrangements, releases from the facility and the potential impact on local services and infrastructure. 12. Uncertainty Regarding Future Use Submitted documents reference standards associated with higher-security institutional facilities, raising questions about whether the site could accommodate a different use in the future. The implications of any such change have not been assessed as part of the application. Conclusion The proposal represents a substantial intensification of development in a sensitive coastal and historic location. Insufficient evidence has been provided to demonstrate that the scheme would not have unacceptable impacts on heritage assets, regeneration objectives, housing delivery, transport, ecology, flood risk, local services and residential amenity. They also impact my personal wellbeing and the impact on myself is unacceptable. There are also many redacted documents making the application in complete for me to understand the full scope of the development. For these reasons, I object to the development, and planning permission should be refused.
