We fully understand the need for the IRC, however the planning process does not include Gosport Borough Council (GBC) Councillors or Planning Officers in the approval process whatsoever. Furthermore, the final planning decision will be taken by The Planning Inspectorate, not your local Council. The revised planning documents presented to GBC and public for review continue to obfuscate key elements of the planning application, which represents a blatant breach of transparency by the Home Office and as such leaves Gosport Reform UK, with no choice but to highlight our key material planning concerns as follows. Excessive Scale and Height: The addition of a third storey creates an intrusive, oppressive bulk that dominates the surrounding landscape, local coastal paths, and public rights of way. Loss of Privacy and Natural Light: The elevated vantage points risk directly overlooking into nearby residential properties while causing severe overshadowing of adjacent open spaces. Harm to Historic Heritage: The modern, high-security multi-storey design fails to respect the low-rise maritime character of the neighbouring Haslar Conservation Area and nearby Grade II listed Royal Hospital Haslar grounds. Breach of Public Consultation: Initial public engagements presented plans for two-storey structures. The unilateral change to three storeys without formal re-consultation undermines community trust and deprives residents the opportunity of reviewing modified visual impacts. Environmental and Traffic Strain: Expanding the facility to 600 beds significantly increases traffic on Gosport’s road network and places additional pressure on protected coastal habitats and local services. We believe the Planning Inspectorate and the Secretary of State should refuse the planning application in its current form, or mandate that the design be scaled back to a maximum height of two storeys with further mitigation measures.
