I am writing to object to the proposal identified under Planning Inspectorate reference CROWN/2026/0000005, particularly because it includes the construction of 3-storey accommodation blocks. I request that this objection be taken into account when determining the application. The proposed new expansion of the Haslar IRC will massively impinge on the original prison site. The almost perfectly preserved Napoleonic barracks, dating from 1803, are deservedly classed as a conservation area. To have an overwhelming large new build immediately adjacent to the original buildings is totally inappropriate. In particular, the proposed 3-storey accommodation blocks would introduce a scale, height and mass that will be out of keeping with the surrounding area. Buildings of this height and form risk appearing overly dominant, particularly where neighbouring properties, both inside and outside the IRC walls, are lower. The scale, height and bulk of the proposed blocks will create an overbearing effect for nearby residents and the upper-floor windows in 3-storey blocks will be above the walls, creating direct views into neighbouring homes and gardens. Lower height buildings, preferably single storey, are strongly suggested. An additional objection relates to the lack of frequent and reliable public transport. The current bus service is already inadequate for local residents. Past experience has shown that visiting by families, legal teams and other services can result in considerable local congestion within a quiet residential area. The proposed expansion will result in a large increase in such traffic and needs to be scaled back. In summary, the proposed IRC expansion from 130 to 600 beds is totally inappropriate in the context of the site and needs to be drastically reduced in both height and scale to preserve any residential amenity. I would like to attend a local hearing.
