Dear planning Inspectorate I am writing to object to the proposed expansion of Haslar Immigration Removal Centre. the application reference is CROWN/2026/0000005. I am objecting not as a neighbour but on the grounds of humanitarian values, the proposal would expand Haslar into a 600- bed detention centre, adding up to 470 additional detention places before the refurbished 130-bed has even been opened or tested in practice. I am especially concerned about the environmental risk as the site is deemed in places to be a Zone 3 meaning it is at a high risk of flooding. With climate change the chances of flooding are especially high. The risk to people locked in is high even with a Flood Defence scheme in place adding extra pressure to the Coastal Defence system. In the event of a severe flood the whole place would need to be evacuated, leading to the logistical problem of where would these people go? Is there an adequate evacuation plan in place to prevent loss of life. For the surrounding neighbourhood the scale of the operation will be enormous and it is not clear if the impact has been made clear to the local population? I was only made aware of this by people aware of the ongoing situation. From a humanitarian point of view detention centres are known to cause added suffering to inmates and family. These are the main reasons I ask for the application to be refused at this stage.If it progresses there needs to be an open and honest public meeting on the impact on the surrounding population and the effects of incarceration and if it really is the best option.
